Обычно эта фраза переводилась так: увековечить преступную систему апартеида. Со временем я стал предпочитать в этом контексте «нормальное» русское слово сохранить. Можно посоветовать (это «во-вторых») не забывать и об обратной зависимости. Дело в том, что русское слово сохранить может иметь как положительный, так и отрицательный контекстуальный оттенок, а английское preserve – слово очень «положительное». Поэтому когда говорится о сохранении чего-то плохого, perpetuate может хорошо подойти.
